on Ubuntu 18.04 french version :
There is no Desktop folder but a Bureau (french for Desktop) folder.
You have to do :
cd $HOME
ln -s Bureau Desktop
before dpkg command
As I have installed SleepyHead before, I think that dependency was already installed.
If they are not, you can use :
sudo apt -f install
to install them.

Just to update this thread, I am still using Linux Mint 18.3. The .deb packages actually provided for Ubuntu or Debian 9 requires QT 5.7 or 5.9 respectively and Mint 18.3 is based on Ubuntu 16.04 that uses QT 5.5.1.
I tried to build OSCAR for my system today.
Follows the contents of my "Help -> System Information" window:

I cannot test it generating reports right now, but I can say it can be built with help pages using QT 5.5.1 without errors and it runs.

A brief update . . .
I just wiped and reinstalled my primary computer with Mint 19.3 (based on Ubuntu 18.04). I Installed OSCAR from the .deb package for Ubuntu, and it went very smoothly. OSCAR is up and running with no visible issues. My Sleepyhead data was migrated with no trouble.
My experience w/ Mint 19.3 is also very positive. Yes, I had to manually enable Hibernation, and adjust a few other things, but no major issues have appeared, and the performance is noticeably better.
Environment: Mint 19.3 Cinnamon edition, Qt libraries: 5.9.5
To install prerequisites:
sudo apt-get update
sudo apt-get install gtkhash libb2-1 libqt5opengl5 libqt5serialport5 libqt5xml5 libqt5printsupport5
