I think you're onto something here. There is a difference between registering a device on a cellular network and connecting to the actual cellular data network. If ResMed stopped paying for the cellular data plan for this device, the device may still be able to register on a cellular network but will be unable to send/receive any actual data.
I haven't taken it apart yet to check on the modem, but I'm thinking about it.

ResScan says this when it is just reading and writing the SD card. It can change device settings by writing them to the SD. It's pretty confusing, I know.
