If it is a UHD monitor, you might try right-click Properties->Compatibility ->Change High DPI Settings.

Preferences which can't choose might be grayed background
Since there are some preferences which do not play in every machine such as BND, VS and VS2 etc. those preferences could have light grey background. So the user can see that they are not allowed to choose.
Naturally if user changes to other machine Oscar can unlock these preferences to which the new machine can give data. But I guess that someone changes very seldom machine to another model.
