I'll figure it out. Probably a glitch in Windows extraction process.
Have access to a remote computer, was able to unzip the setup.exe file, and it would have installed there (lotta good that would do me). So I've tried to email the file, upload to iCloud Drive, load it into an email "over there" and save as a draft, still with no luck. Can you imagine the protections there are about a remote/emailed file with the name "setup.exe?"
Next step is to rename it as something else, and try again.
