I'm not sure I understood 100% of that. but I can say this:
It has the ring of truth, because not only is the breathing louder with the Mini (at the mask) but the whole thing feels different. Not dramatically, but definitely noticeable. It seems like while my A11 is just perfectly dialed in and follows along with my breathing nicely, the Mini is more stumbly - frequently pushing more pressure then expected to the mask, and I am way more away of the ups and downs in the pressure.
Interestingly,. I turned off EPR and didn't notice much different.
It seems very plausible that the blower is identical, but the firmware/software that controls it works differently.

It may be simplified to state that (from my observation) at the start of inspiration, the AS-11 ramps pressure UP to the set pressure whereas the AirMini instantly OVERSHOOTS the set pressure right at the onset of insp by about 20% before settling DOWN to the set pressure by the end of the inspiratory phase. I think it may be why it loudly shoots extra air out the vents and feels like the pressure is higher compared to the AS-11.
IF this is true, than I'd think the firmware could be updated to eliminate much of the complaints.
Sure I could add extra tubes, mufflers, etc, but that runs counter to the objective of having a smaller travel package.

I just know that lots of people find the Air Mini much louder than they like, way more so than the other ResMed machines.

This description seems similar to what I was experience, which felt like:
1. more breathing noise, mostly from the mask vents
2.more 'swing' in the pressure, more obvious fluctuation, and seemingly higher pressure despite same settings
I tried mufflers, tubes, etc. but really none of that SHOULD work since it's the pressure effects that are making the noise, if what you're saying is true!
