Right click on the zip file and see if there is an option to "Extract" the contents of the zip file or to open the file with Windows Explorer.  Those have been the default Windows tools for a while, but I am not sure which was in Windows 7.

I got the software to download last week and got my compliance report. The extract option was there where it wasn't before.... time to get a new laptop i guess! Thanks
