My AppleWatch calls 911 if I clap to tell my dog he’s in trouble. That’s because I have fall detection switched on, and it somehow thinks a sudden movement like a clap is a fall (there have been problems with skiers going over bumps, also, and their watches call 911). All this is to say that Applewatch seems to make decisions about movement on what might not be a real cause. I would venture to bet this would make sleep info unreliable.
