I'm not sure I quite follow your questions. SleepyHead is an application that you run from your computer's desktop. You can use Chrome (or any other web browser) to download the installation program. After that, run the installer, then run SleepyHead.

You can use any browser to download #SleepyHead. While not being mandatory, I would recommend that you get a free SHA1 checksum utility program to verify #SleepyHead after download. It doesn't happen often but can be a source of aggravation when you try to use a corrupted file. Since you didn't specify your operating system, I unable to recommend the utility for this step.
Also, you will find the SHA1 checksum value for each OS platform under each OS download link. I have listed them below to help.

Yes you can download in chrome but it will not run on a chrome book some form of computer/laptop/mac is required.
