Linux Mint 21 Vanessa based on ubuntu 22.04
Entered in terminal, and result:
~/Downloads$ sudo apt install ./oscar_1.4.0-Ubuntu22-amd64.deb

Can you list the name of the deb file ?
it seems what it is oscar_1.4.0-Ubuntu22_amd64.deb not oscar_1.4.0-Ubuntu22-amd64.deb.
(with a _ not - between 22 & amd).
do an
ls oscar*
Then copy - paste the filename.
Test I made : make a fresh install on a VM then download the file on the official web site. It works with the correct filename.

You need to be in the directory that you downloaded OSCAR.
Once in the directory, issue the following command: sudo apt install ./oscar_1.4.0-Ubuntu22_amd64.deb.
This will tell the apt command that it is a file and not to get it from the repository.
