1.5.1 installed with no issues. I tried to update to 1.5.3 and got the same results as before. I would like to see if 1.5.2 will install OK.

To make sure I understand this, are you able to install OSCAR above 1.5.1, but they do not run, or you are unable to install them?
I created a VM Win11 machine and installed OSCAR. Win11 sets the directory Documents\OSCAR_Data to Read Only. Have you checked this setting? Also, OSCAR may be running under a different owner, for this reason make sure this folder's Security setting has "Everyone" set to Full access.
Because you are the only one experiencing this problem, I'm starting to think it is a permission issue on your system.

I am not able to install above 1.5.1. When I click on the exe file I see the working icon for maybe a second and then back to the cursor icon. I get no window saying anything. I tried to install in run as administrator as well with the same results. Hey, I am happy I got 1.5.1 installed and am fine with using that version.
Seems to me there should be some kind of log file somewhere telling why it would not install the file.

At that point, it would be a system log file. Out of curiosity, have you looked at the properties and security settings of the installation file?
I think I may have answered my question. I just downloaded 1.5.3 and after jumping through a few hoops, got it downloaded. When I look at the Properties, on the General tab at the bottom, it has an "Unblock" checkbox. Does yours have the same? If so, did you check it? Also, add "Everyone" with Full access to this file in the Security tab. OSCAR installed and ran after I did these 2 things.

UNBLOCK, that was it. I checked it and OSCAR installed and ran fine. Everyone was already configured as you said.
Thanks SO MUCH! I probably looked at properties several times but can't say I saw that or even know if I would have known to check it. Thanks again for all your work in getting this to work!
